- Development through leadership and civic engagement
- Possible youth boards: youth in at-risk populations for school drop out (or push out); children of color (AA & Latino); children from disconnected families; children who are too poor to participate in youth programs because they don't have transportation or fee requirements, or they have to work
Increase youth awareness of and participation in community service
- Encourage youth to be more involved in community service and action with their peers
- Find ways to educate youth about community service and make it a desirable, attractive proposition
- Advantaged youth giving back is a key
- Create opportunities for youth from across the county to work together (on tasks)

- Peer mentoring - giving back to community/volunteerism
- Youth who are already engaged in the school community can help disengaged youth by programs during school house and after school
- Provide tutoring at all schools - using older youth
- Educational support through tutoring/mentoring
